Required Skills :
Excellent communication and interpersonal skills.  Superior knowledge of the English language and elevated ability to understand and be understood. (25 Points) Four (4) or more years demonstrated experience developing complex, large-scale web applications within an N-Tier environment using the following: 

Required Skills :
 .Net 2.0 or above
VB.NET
ASP.NET
Javascript
Java, J2EE and Servlets
JQuery (25 Points) 
Four (4) or more years in-depth experience with Oracle databases and PL/SQL, including design and deployment of complex SQL objects; experience writing packages, stored procedures and triggers; and relational database design.  (25 Points)
Four (4) or more years demonstrated experience developing complex web applications utilizing:
Web Services or WCF
MVC, or WebClient Factory
TFS
Filenet  (25 Points)
